Crockpot/Instapot Beef roast With Fennel and Parsnips

4-5lb of prime rib roast
1/2 cup of water
1/2 cup of white wine
3 cloves of chopped garlic
1/2 cup of chopped Spanish onion
1 fenel sliced 
2-3 tbsp of sun dried tomatoes in oil
2 peeled and sliced parsnips 
Dash of salt and pepper
1/2 cup of curly parsley to garnish
Place all ingredients into crockpot and cook on high setting for 4hrs
Place all ingredients into instapot and cook for 1 hour

Serves 4
